Patrick began his career in the classroom—teaching in both Charlotte, NC, and Indianapolis—before stepping into policy roles at state and local levels. He later served as Director of Policy at the Indiana Department of Education and led Teach Plus Indiana’s statewide teacher network.

As head of the City of Indianapolis' Office of Education Innovation, Patrick oversaw a portfolio of 45 charter and innovation schools. He developed systems that brought together district and charter sectors into a unique citywide strategy grounded in accountability and results.
Policy-Driven, Access-Focused Advocacy
Today, Patrick is a respected strategist and voice for early learning access in Indiana. As a public advocate, he’s pushed for universal pre-K policies that support local control and serve all families—not just those who qualify for subsidies. His leadership helped generate a growing coalition centered on making preschool a public good.
